Not every sailor Bargrave's false beacons drowned was taken into Ysmr's keeping — the Tidewarden takes only the drowned who stay down. The brine wraiths are the ones the sea spat back: salt-cured shades wandering the wreck-strewn coasts off Wreckers' Hollow, wringing themselves out forever. The Saltborn leave them fresh water in shells. It is refused, always, but the leaving matters.
