When the Hordes burned four of the six crowns, not everyone in the burning stopped walking. The ash walkers are villagers who were mid-step when the fire came through and simply continued — grey processions trudging the old roads between towns that no longer exist. They attack whatever interrupts the journey. The Grey Mendicants have learned to walk alongside instead, all the way to nowhere.
